There is no FBT (Fulfilled by TikTok) program in Brazil yet, and no monthly subscription fee. The commission base is the item price after seller-funded discounts — platform-funded discounts do not reduce the commission base.

Factor Shipping into Pricing

Without FBT in Brazil yet, you'll need to arrange your own fulfillment — either self-ship or work with a local 3PL provider. The 6% shipping program fee applies on top of your own shipping costs, so build both into your margin calculations.
